Notice on Allowing Employment for Outstanding Foreign University/College Graduates in China

Human Resources and Social Security Department (Bureau), Foreign Affairs Office, and Education Department (Education Committee) of all provinces, autonomous regions and municipalities directly under the Central Government:

In order to implement the "Mechanism of Talent Development and Opinions on Deepening the Reform of the System " [2016] No. 9 Document issuing by General Office of the CPC Central Committee), the authority is proposed to allow part of the outstanding foreign university/college graduates without work experience to work in China. In accordance with the "Administrative Regulations on the Employment of Foreigners in China", the relevant matters are hereby notified as follows:

1. The scope of applicable personnel

Foreign university/college graduates include the foreign students who have obtained master's degree or above in Chinese universities/colleges and graduated within one year, as well as the foreign graduates who have obtained master's degree or above and graduated within one year from well-known overseas universities/colleges.

2. The conditions for approval
For foreign university/college graduates to work in China, the following conditions should be met:

(1) Being at least 18 years of age and in good health;

(2) No criminal record;

(3) Excellent academic performance, with an average score of not less than 80 points (percentage system, other score systems should be converted into the percentage system) or B+/B (level system) above, and no record of misbehavior during school;

(4) Obtaining the corresponding qualifications and degrees;

(5) Getting certain employers and engaging in the posts that are in accord with the majors that the applicants have studied. In principle, the salary should not be lower than the average wage of the local employees in the local urban units. The specific standards are determined by the provincial human resources and social security departments according to the reality of employment market and the demand of introducing talents;
