Which department should employer apply to?

It is divided into two parts. For economic and trade visas, employer must apply to the local commerce bureau. For non-economic and trade visas (currently only available for education and experts), employer can apply to the foreign affairs office.

Can foreigner apply to travel to China?

Currently, it is not available to apply for tourist visas to China.

Does employer need to provide the itinerary and accommodation reservation form in application process?

All need to be provided.

Does foreigner need to be quarantined and do nucleic acid testing after coming to China?

Yes, the entire prevention and control process must be completed.
