Before the economic reform, there was only one licensing point in Wenzhou Urban District. After buying a vehicle in a sales ship, vehicle owners need to go to the traffic management department to license the vehicle, then go to insurance company to insure it. What’s more, owner need to provide a variety of materials for vehicle inspection and data review. The entire process is extremely cumbersome.

After the economic reform,with the help of social resources such as the People's Insurance Company of China, China Mobile, and dealer outlets, the "socialized licensing" model has been implemented, and 24 new licensing sites were added to basically achieve full coverage of the Wenzhou Urban District. Vehicle owners only need to bring their ID cards to enjoy the “one-stop” convenient service of "vehicle purchase, license registration, insurance-effecting, and car pickup" at dealerships.

According to the staff of Wenzhou Vehicle Administration, foreigner can buy electric vehicles with the passportand residence certificate issued by the school or the police station where they live, and then hand these certificates to the dealer. After checking the certificate, dealer will issue a letter of authorization for licensing. And after the foreigner signs, dealer can help foreigners register directly.
