Recently, the Traffic Management Bureau of the Ministry of Public Security issued a notice that from June 1st, 2020, the safety guard operation named "One Helmet and One Belt" will be carried out across the country.
Drivers and riders taking motorcycles and electric bicycles without wearing helmets, and those taking cars without fastening seat belts will be punished in accordance with the law.
A policeman from the Municipal Traffic Management Bureau said that according to the "Wenzhou Regualtions on Promotion of Civilized Behaviors", anyone driving an electric bicycle without wearing a safety helmet (electric bicycle belongs to a non-motorized vehicle), will be imposed a warning or a fine of more than 5 yuan but less than 50 yuan. At present, the traffic police will issue a warning for the first seizure on the behavior "driving an electric bicycle without wearing a safety helmet" in their daily handling; a fine of 20 yuan will be imposed for the second seizure; and a fine of 30 to 50 yuan will be imposed for three or more seizures. If any refusal of accepting the fine takes place on site, the public security traffic police will detain the vehicle in accordance with the law.
